This idea could definitely work, but I would suggest a post introducing your publication to your readers (especially if you plan to allow other writers to submit, because this post can double as the “how to submit” page).

Your second idea is also good! People are lazy, but if you can take the time to go back and add that CTA for your new publication to old (and especially successful) articles, you will create a nice stream of traffic.
